Carol Charlton, wife of janitor Jim Charlton, and self appointed road boss, went door to door recently demanding residents pay her $166 in a dust money covenant.

The janitor's wife went out collecting money to have Caprine Ridge Road sprayed with oil. She did not consult residents. She just decided. She also decided who would do the work and the amount she is charging. The first idea most of us had was when she came knocking on doors with news of her decisions. The road is now in the worst shape ever. Most of us think it's time for a change. Years of bad decisions, and a few malcontents who decided to form a 'so-called' homeowners association which collected money for the road and then 'voted the money' to their own private property are taking a toll on the road. Does anybody know what happened to the $100 I paid Leta Edge for road repairs on August 28, 2005. The road was never repaired that year. Where did my money go?

More than half the residents on this road were against paying Charlton 'dust money', and we think maybe it's time to have a petition concerning who should keep their nose out of the decision making process concerning the road. Enough is enough. Most of us want our money handled differently.

Most residents were irate that Elmer and Fran Keipp are back to tearing up the road with Callaway County school busses again this year. One or two residents offered to pay Charlton her 'dust money' on condition the school busses were banned from the road. Charlton defended her friends the Keipp's and said, "It's the trash trucks that are damaging the road". Carol also informed residents that she had authorized 'Janitor Jim' to repair the road. Janitor Jim repaired the road and the road was better after he did his thing. However, once school season started and the busses returned, Janitor Jim's repairs quickly failed.

Restrictions and Covenants update: Several properties on Caprine Ridge Road are not subject to any restrictions and covenants thanks to the shenanigans of the so-called homeowners association. Janitor Jim says "We've gone back to the old restrictions and convenants". Sorry, Janitor Jim, the covenants and restrictions you filed with the Recorder of Deeds office are a legal filing. I guess they don't teach that in janitor school. It would take a court order to recind your 2nd set of covenants, and all homeowners on this road would have a chance to voice their opinion, not just one or two. Last time we checked janitor's could not issue court orders. Neither can their wives.
